RTOs have numerous responsibilities post-registration, including annual declarations, AVETMISS reporting, and ensuring marketing compliance. Among these tasks, validation often stands out as particularly challenging.

While we've discussed validation in multiple articles, let's return to the basics. ASQA defines validation as a quality check of the assessment process.

In other words, validation identifies which elements of an RTO's assessment process are done right and which need improvement. A proper understanding of its key components makes the task less daunting.

As per Clause 1.8 of the SRTOs 2015, RTOs are required to ensure that their assessment systems, including RPL, meet training package requirements and are conducted following the Principles of Assessment and Rules of Evidence.

The standards specify that two types of validation need to be performed.

The initial type of assessment validation ensures compliance with the training package assessment requirements within your RTO's scope.

The second kind of validation ensures assessments are carried out in accordance with the principles of assessment and rules of evidence.

Therefore, validation is conducted both before and after the assessment. This article emphasizes the first type: assessment tool validation.

A Look at the Two Types of Assessment Validation

The Essence of Assessment Validation

As discussed earlier and in our prior blogs, validation involves two parts: (1) assessment tool validation and (2) post-assessment validation.

Assessment tool validation, also known as pre-assessment validation or verification, pertains to the first part of the clause, focusing on ensuring all unit requirements are met and that all workbooks are fully compliant.

In post-assessment validation, the emphasis is on implementation, ensuring that Registered Training Organisations conduct assessments as per the Principles of Assessment and Rules of Evidence.

This piece will highlight assessment tool validation.

How to Conduct Assessment Tool Validation

After reviewing the two types of validation, let’s explore the specifics of assessment tool validation.

When Assessment Tool Validation Should Be Done

The objective of assessment tool validation is to ensure that all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.

Thus, whenever new learning resources are purchased, assessment tool validation should be conducted before students use them.

No need to wait for the next validation schedule in your 5-year cycle. Validate new resources immediately to ensure they’re suitable for students.

Still, this isn't the sole reason for conducting this type of validation. Conduct assessment tool validation when you:

- you update resources
- your new training products get added on scope
- reviewing your course against training product updates
- identify your learning resources as a risk during your risk assessment

ASQA applies a risk-based approach to regulate RTOs, expecting regular risk assessments. Hence, student complaints about learning resources are a good opportunity for assessment tool validation.

Which Training Products Should You Validate?

Remember, this validation aims to ensure all learning resources are compliant before use. All RTOs are expected to validate all unit resources.

What Do You Need for Assessment Tool Validation?

Learning Resources

Given that you are validating your assessment tools, you will need the complete array of your learning resources:

Mapping tool – the primary document to check. It reveals which assessment items align with unit requirements, expediting validation.

Learner/student workbook – check its suitability for use as an assessment tool. Verify clear instructions and sufficient answer fields. This is often a gap.

Assessor guide/marking guide – ensure that instructions for assessors are sufficient and clear benchmarks for each assessment item are provided. Clear benchmarks are essential for reliable assessment outcomes.

Other related resources – these could be checklists, registers, and templates created separately from the workbook and marking guide. Validate them to confirm they fit the assessment task and meet unit requirements.

Panel of Validators

Clause 1.11 sets out the requirements for validation panel members, stating that validation can be conducted by one or more individuals. RTOs generally require all trainers and assessors to be involved, sometimes including industry experts.

As a whole, your validation panel must have:

Current vocational competencies and relevant industry skills for the unit being validated

Up-to-date knowledge and skills in vocational teaching and learning

Any one of these training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or an updated successor

Validation checklist/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool assists in both the validation process and documentation. It simplifies identifying how each assessment item corresponds to each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Additionally, it can provide proof that you have validated your resources before students use them.

ASQA does not provide a specific template for assessment tool validation, but numerous templates can be found online. These tools often have validators look at the tools as a whole to verify if they meet the principles of assessment.

Though these templates make validation easier, they can lead to judgment errors because they provide little room for comments on each assessment item.

A more detailed template is recommended to thoroughly inspect each unit requirement and the assessment items that align with them. Below is an example:

Key Principles of Assessment
Fairness – Are equal opportunities and access offered to everyone in the assessment process?

Flexibility – Are multiple options available in the assessment to demonstrate competence based on different needs and preferences?

Validity – Is the assessment assessing what it is intended to assess? Is it a valid tool for evaluating the required skill or knowledge?

Reliability – Will the assessment achieve the same results every time, regardless of who conducts the training? Will different assessors consistently make decisions on skill competence?

Evidence Key Rules

Validity – Does the evidence demonstrate that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence enough to ensure the learner has the required skills and knowledge?

Authenticity – Does the assessment tool verify that the work is the candidate’s own?

Currency – Are the assessment tools based on current units of competency and up-to-date industry practices?

Although these are often addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.

To avoid employing learning resources that leave unit requirements unmet, be sure to adhere to these guidelines:

Lead by Example

Observe the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Complete each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:

diaper changing

bottle preparation, bottle-feeding infants, and cleaning equipment

prepare solids and feed infants

respond to infant more info signs and cues appropriately

prepare and settle babies for rest

monitor and support physical exploration and gross motor skills appropriate for the age

Getting students to describe changing nappies for babies under 12 months doesn’t meet the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

Look Out for Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Full or Not Competent

Pay attention to lists. As mentioned earlier, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item must include clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Hence, ensure your instructions are clear and not confusing for students or assessors. For instance:
What kind of information can be included in a work package?
What type of information can be included in a work package?

The answer can include:

Obligatory resources

Relevant costs

Activity duration

Designated duties and responsibilities

When an assessment item requires multiple answers, specify how many answers a student must provide. This way, your assessment remains reliable, and the evidence collected is valid.

This applies equally to assessment items with double-barrelled questions or questions that require more than one answer at the same time. These can confuse students and assessors, as illustrated in the example below:

Identify a hazard and/or environmental concern in the work area and select the most effective hazard control hierarchy.

Answers might include, but are not limited to:

Weather conditions – work area isolation, engineering controls, personal protective equipment

Work area and ground conditions – eliminating hazards, isolating, engineering controls

People – isolation, engineering controls, administration

Structural hazards – substitution, isolation, engineering controls

Chemical hazards – isolating, use of engineering controls, administrative controls

Equipment or machinery – isolation, engineering, administrative controls

Steering clear of double-barrelled questions makes it simpler for students to respond and for assessors to judge competence accurately.

Seeing these requirements, you might think, “Don’t learning resource developers offer audit guarantees?” However, with such guarantees, you must wait for an audit to rectify noncompliance. This affects your compliance history, so it’s better to take a safe and compliant route.
